The Commission hereby gives notice of the institution ofinvestigations and commencement of preliminary phaseantidumping and countervailing duty investigation Nos. 701-TA-606 and 731-TA-1416 (Preliminary) pursuant to the Tariff Act of1930 (“the Act") to determine whether there is a reasonableindication that an industry in the United States is materiallyinjured or threatened with material injury, or the establishment ofan industry in the United States is materially retarded, by reason ofmports of quartz surface products from China,|provided for insubheading 6810.99.00 (statistical reporting number6810.99.0010) of the Harmonized Tariff Schedule of the UnitedStates, that are alleged to be sold in the United States at less thanfair value and alleged to be subsidized by the Government of China.Unless the Department of Commerce ("Commerce") extends thetime for initiation, the Commission must reach a preliminarydetermination in antidumping and countervailing dutyinvestigations in 45 days, or in this case by June 1, 2018. TheCommission's views must be transmitted to Commerce within fivebusiness days thereafter, or by June 8, 2018.
